Green party president Peter Sinkamba has urged President Hakainde Hichilema to get constitutional counsel and guidance before making certain pronouncements.

He says doing so, will help to avoid certain constitutional breaches like the current one regarding the creation of ministries without parliamentary approval.

In an interview with New Zambia Media, Mr. Sinkamba says in future, there is need to ensure that the constitution is followed by fully engaging people that understand how the constitution is structured to avoid similar mistakes.

“But in future, what the president is supposed to do is to get counsel from those that understand how the constitution is structured so that they can help him not to make those kind of mistakes were people are deployed to ministries that are not yet in existence” he said.

And Mr. Sinkamba has however clarified that deployment and appointment are two issues which should be differentiated when debating the matter.

He has further observed that the newly created ministries still have portfolios in the already existing ministries, but the president should just make a proposal so that parliament can determine whether to agree or disagree to have standalone ministries.

“There is absolutely nothing wrong for the president to have appointed all those ministers after they were sworn in as members of parliament except that the ministries have been created without being approved by parliament” he further observed.
